Homeless people are the public, too, and they have every right to use and enjoy the collections. But homelessness ought not to be a license to make it hard for other patrons to enjoy the collections.
yes, the problem with them is less that they read the books and more that they discourage the rest of the public from reading the books at a bare minimum: if libraries and transit are going to be treated as homeless shelters, INSTALL SOME FUCKING SHOWERS to keep the stink down

bus stops are too numerous and lack the infrastructure--but train stations don't have any excuse

privatize it, charge distance-based fare, keep it clean and on time, kick out people who are driving away business (just like you would in any other business)
