I didn’t see any policy explicitly being pro-sprawl, If anything at all, many policies today have been geared towards Smart Growth which is literally anti-sprawl.

Sprawl is a negative term, no one plans for sprawl at least in the short term. Many sprawled cities happened due to I unanticipated/unintended consequences. It also a question of era and what was common practice in a specific era.
