I mean, not always, but you should never be afraid to resort to labor-intensive low-tech solutions when the situation calls for it. Passengers deserve the best! Spare no effort to get them the info that they need!

(i meant that *they* consider many hi-tech solutions “inflexible” - pseudo-progress that hides more structural problems - not sure if that was clear from my syntax)

I followed; I'm aware of the same tendency in Tokyo metro where tunnel integrity is tested manually (= tapped with sounding hammers by maintenance workers; if it sounds off, the location is noted and a repair crew comes the next day)
