It's also important, I think, for developers, planners, community members, etc, to have some clear picture of what Trimet is trying to achieve in the eventual future. We talk about using transit more, but many don't have a mental image more detailed than "status quo + a train"

I don't think it's Trimet's fault, per se. It's that a general failure of planning and policy. The end result is building bad infrastructure and saying that every single actor is doing the best they can--even if it's true in isolation--is missing the forest for the trees
