hear me out: small settlements connected only by rail

hear me out: supply chains and manufacturing that go into supporting a railway system require a large and technologically developed city
-
yeah probably

here's my offer: we abandon ten stagnant cities, revert them to wilderness, and their residents move to one active city--massive net loss in urbanized land area, massive net gain in wilderness land area
-
I can think of dozens if not hundreds of cities that are half-abandoned already, all their industrial buildings half a century out of date if they're even still running, everyone living there is trapped and in despair--let's get em OUT OF THERE and give those places back
-
the question is how does this happen? you’d have to take their property away from them, and give them land from the other metroplex u gotta stuff them into... it’s a win for everybody in the long term but a lose-lose for all parties on the ground while it happens.
-
Ya it obv won't work if you have to put a gun to someone's head to get them to do it; somehow the people moving out would need to get a payout for any land they held (tho I gotta say: lotta renters with unstable housing in such cities!)
-
For the same reason, the city which they'd move to would have to be a city which--unlike most in USA--actually wanted to grow and develop further regardless: if you want more wilderness, you gotta build on less of it
