Remember: the problem with driving is that the road is LEAST USEFUL precisely when it's most highly demanded. Trains can stay on schedule no matter how crowded they get--roads *must* slow down if they get any higher than 18% capacity (aka LOS "E")

Provided he *can* do so, yes, capacity could increase w/o losing speed...but only to a point, never at the same level as frequent trains
