Right - when I lived in Japan, the only time I ever saw JR advertise on TV was in the winter before it snowed so they could lightheartedly and preemptively apologize for service failures. Punchline of the ad was「すべては雪のせい」 “It’s all the snow’s fault.”

It's at least much easier to explain "it's all the snow's fault!" than "The local leaves, when damp and crushed by train wheels, form a kind of natural cement."
