this seems like a specific case of the more general "skip part of the tech tree" (eg no phones to cell phones)
in this case the tech is storage/distribution logistics
this is a bit misleading since a lot of the western part of that green blotch is grazing land, which is less productive per unit
oh yeah the eastern part of the green blotch is spot on and by far the most agriculturally productive land in the country: in the running for the most agriculturally productive region in the world
