In MA, High School students get half off tickets. College students don't get any discount, which sucks.

HS and college kids should normally pay full fare like any passenger--but since they likely have one or two routes that they use heavily, they should have access to heavy discounts on those trips (aka commuter passes)

Passenger rail works better the more consistent and predictable people's travel is--a commuter pass is a reward for very predictable trips, very steep discount like 90% per trip

Odakyu offers this sort of discount to students and office workers (or other 9-5 types)

No you apply in advance, you figure out where you need to go to and from then buy a pass for that trip
