Apparently recent ADA legislation prohibits creating a bus stop somewhere if it won't be accessible (= has a sidewalk etc) Take a guess what happened:

The best workaround so far has been to only add bus stops if there's a parking lot that the bus can pull into to drop people off...dramatically slowing the route and adding mileage to the buses

Please stop thinking you will make a positive difference just by creating unfunded mandates

As much as I don't like the change, existing agencies had few plans (let alone funding, which of course isn't really their fault) to ever eventually bring new stops into compliance.

Ya, but that's dog in the manger thinking--denying all your neighbors travel just because you can't use it yourself. Tactically unsound too; if more people can ride transit there will be more money and political support for accessibility improvements
