Apparently recent ADA legislation prohibits creating a bus stop somewhere if it won't be accessible (= has a sidewalk etc) Take a guess what happened:

As much as I don't like the change, existing agencies had few plans (let alone funding, which of course isn't really their fault) to ever eventually bring new stops into compliance.

I'd agree, but people stuck in wheelchairs may not.

Ya, but that's dog in the manger thinking--denying all your neighbors travel just because you can't use it yourself. Tactically unsound too; if more people can ride transit there will be more money and political support for accessibility improvements
