And neither country is socialist in having nationalized the means of production, which seems like a sine qua non. Norway a) nationalized oil b) nationalized German industry after WWII, but its own citizens have strong private property rights.

That doesn't get around my problem: consider e.g. that USA would have harder time even w nationalised oil bc we use so much more of it. Norway's oil pays for Norway and then some, this doesn't necessarily hold for the world's oil re: the world
