Suburbs can't be "left alone," they don't exist without a city to participate in. Even depopulated they can't be "rural" as they are within the city's area of influence and will always be useful locations for future development, if it becomes necessary.

Their interests and infrastructure are not distinct from that of the city region as a whole; Boston without its suburban working population would be a shell, and without that suburban infrastructure, that working population can't get to and from the city proper
