Do they not have GPS, and a central server? The waiting bus could know automatically if the arrival was a short delay (wait), or a long one (leave to prevent cascading lateness).
they all have trackers which iirc work by GPS, but the data is jumpy and tends to lag--still, I agree re: checking on incoming buses, and don't know why they don't do something like that
