sure, but that wasn't a deliberate policy on the part of the gov to try and *force* people to ride transit more--which I think would provoke very negative reactions

I remember! But you don't think that there would be a much worse reaction if gas prices were *deliberately* raised by eg a gas tax hike? Or if some other legal restrictions were implemented on driving?
