Yes, Saitama is where the Honda factory is in fact. A lot of those people are getting their cars for free, as part of employee benefits for working there. Strongly parallels the heavily suburban and car centric Japanese community around the Honda plants in Marysville Ohio.

Yes, that is the major difference. The utter lack of any rail *or* bus service in the neighborhood at all. There is still talk of a commuter bus but it hasn't happened yet.
