      Japan's Army was successful until they had to actually fight a focused major power. Russia was straight *wrecking* them in Manchuria when the war ended.

          that said, any weakness on the part of their army only serves to underline the importance of prioritizing the navy

          The whole fault of the war can be blamed on the Army, who could neither ever "win" in China, or admit that a withdraw was necessary to avoid an unwinnable war with the Americans.
