if there was more traffic I would have been rear ended on multiple occasions also have had to swerve into oncoming (no cars coming that were close) to avoid people

ya, drunk people can make life annoying for everyone, but even so, you've managed to have multiple run-ins with drunk pedestrians while failing to a) kill any and b) crash your car I would expect the same in 95% of cases involving a sober driver and drunk pedestrian

Skin in the game! I get held liable if I'm negligent in my driving, they get flogged if they have a habit of unnecessarily tempting fate.

What if it wasn’t a drunk person but a child? What’s the excuse then? The simple solution is to stay off your phone and drive slowly where you don’t have perfect visibility of potential obstacle. I never drive faster than 25mph where there are parked cars.
