No it wasn't. It had no strategic impact on the war except to piss off America. It did not incapacitate the Pacific Fleet. It did not remove Pearl Harbor as a logistics hub. Perhaps if it had taken place during WWI, it might have made more of an impact.

If it made 'lots of mistakes' on that level, then I think it's fair to say it wasn't strategically sound. It was a punch in the nose, when they needed a shiv to gut.
