I'm split on it. In general I think that ED is bad and should be avoided if at all possible; but I suspect that if railroads didn't have the authority they'd just enter into agreements with sketchy local development authorities anyhow.

Buuuuttttt this is a country that seems to have very little problem taking/destroying massive amounts of land for freeways, and railroads use much less land, so making building railroads harder might lead to some unintended results.

Agreed. Without eminent domain infrastructure projects don’t get built. If that’s your belief you’re entitled to it but it’s a disastrous one to hold for the prosperity of the nation in which you live.
