The idea is that you shouldn't be trapped in apartment living just because you can't afford 1/4 acre and 2000 square feet--there is a whole universe of detached housing options out there which we could be building which would serve our poor better than apartments do

...and granted that ownership might be beyond their means: even if you're just renting, wouldn't you rather rent a detached unit than an attached one, provided they're of comparable price?
