i think this problem is like the NYC subway problem, viz. that no politician wants to be the guy who causes dramatic shifts and changes that he won't see within his term time, so the signalling system and trains continue to stagnate and ferment, so more ppl call for improvements

but even so, it's a stupid thing for the politicians to be worried about. if you get it thru NYers heads that "Mayor Gouldrich Bottomoolf is the Reason why your trains are clean, on time and comfortable", they'll vote for him again and again.
