New Tech is more swiftly adopted in undeveloped frontier zones. This is why the nyc subway was once a modern miracle but is now so antiquated compared to the infrastructure built in the new frontier of decimated post-war europe & asia.

with that said--Paris (unbombed in WW2 for the most part) still has a pretty modern system with lots of postwar development, London on the other hand got bombed quite a lot and has (compared to Paris, at least) not changed too much since the war

also cities like Madrid built quite extensive subways despite their old city cores
