1) buy tracks 2) restore double track 3) 110 mph 4) wires. Not all that expensive, likely, and will have huge travel time benefits.
1) crucial! 2) think it's already double tracked throughout 3) might require some reconstruction of curves 4) may run into trouble with double-stack freights the other issue is how to accommodate existing (and possibly higher) levels of freight traffic while adding passenger
2) then restore the third track!
There are gaps in the double track that need to be fixed. I have this written down at home somewhere, but it's not insignificant (though not huge either). A significant % of Springfield-Pittsfield still has double track though, because of the grades.
Yes an extension to Pittsfield/Albany that was actually of a decent speed/frequency would be decently used imo. Also speeds up Worcester/Framingham to Boston which should be a priority if the line is electrified (also NEC redundancy eventually)
I'm skeptical of Albany as a destination now, mostly because Montreal is WAY bigger and on a route that has much cheaper speed improvements available
Totally different services. Montreal is much further and is never going to be very fast on any route. Albany loops in Pittsfield, which is small, but the Berkshires have a sizeable contingent of part-time Boston commuters.
I buy the value of Albany service eventually (esp if Empire Service gets Higher Speed Rail), just saying at the current margin it's a lot of capital investment compared to alternatives
