Not in Tokyo. Near Mt. Takao, 50 km West of Tokyo. The railway (Chuo Line, 1067 mm gauge) is visible below the highway on the right.
close--I think you must've mixed it up with the Hachioji IC, but it's the Takaosan IC. Chuo Line passes under the former, but the latter isn't adjacent to any railways, the nearest being Keio's terminal at Takaosanguchipic.twitter.com/rv7UV18CID
