Generally, unwarranted traffic control devices are prohibited by MUTCD. However, state manuals and supplements may allow some leeway

I haven't looked at the specific grounds for stop signs in a while, but there are others — but a traffic study is usually required.

The theory is, making cars stop causes some number of add'l crashes, so you have to show that this is a safety improvement overall.
