Why is northern Honshu poorer than Hokaiddo?

I'm not sure off the top of my head (and I'm also surprised that Shikoku is better off than Okinawa and most of Kyushu)

looks very different from an American city; poor neighborhoods are all outer, no poor inner ones.

The favored quarter effect is recognizable though – the eastern wards (and then Chiba Province outside of them) are poorer than others that are of a similar distance to the core

The wealth of Tokyo has shifted steadily west the last 100 years. Northern wards were less developed in transport, Nakano the odd one out west has lots of immigrants and poor uni students, Edogawa has youngest pop (so low savings), Arakawa is only ward without Starbucks (yay!).
