Easiest is to rip up any pavement on streets that don't want a lot of fast traffic. Gravel works well enough and is far cheaper/ecological. Another solution is to not have cars in cities (or parking lots in complexes): put parking away from the homes.

My city, has brick streets in most of the downtown district, where they want people to drive 20mph. Its very aesthetically pleasing, and most of them have lasted for almost a century. Also you never speed on them unless you want a LOT of turbulence.

More people need to enter the traffic stream in developed areas, there are pedestrians, etc. I do think drivers' licenses should be tiered by demonstrated skill in a simulator if were going to have them, though.
