I think it means closer to "tricked into doing something", from when ships used to trick/force people into becoming sailors and then they couldn't escape. I guess it might be because Shanghai was a common destination for those ships?

It is a phrase from when people were literally stolen or kidnapped to be sent to Shanghai for labor aboard ships. It means to get forced into something you didn’t sign up for
