Obviously they don't test everyone with flu like symptoms for the coronavirus. That's impossible. So numbers are a lot higher. Some countries are testing flu patients for coronavirus, like The Netherlands & the U.S.
...but that is still only a small percentage of possible infected people getting tested. A lot of people won't even go to see a doctor, because the infection can be very mild or asymptomatic. So it will take a longer time before we can say if it's a pandemic or not.
