No its not running iOS as you might know it, it runs an internal OS calles switchboard, and the UI isn‘t made for the enduser but looks more like the screen of a hacker in a movie lol, but there should be a test program for the scanner

If that build really was iOS 6, then I imagine there would be broken Touch ID or a broken/incomplete UI for that. Either that, or it may have been running an early alpha build of iOS 7.

Not really. Mesa was already under development as far back as the iPhone 4S and present in some Prototypes. Obviously the UI for the feature isn't the same as the final one in iOS 7, but it was definitely not "broken".
