I think it's not quite this brazen. I think it's connected to earlier liberal anti racist strategies, which basically amounts to "treat everyone like you can't see race", and not accepting the many ways that failed to work
I remember having straight-up anxiety in first grade because I'd been told not to see race but I could see very clearly that Erica was Black and I knew seeing that made me Bad
I've had exactly the same experience. Also right until I got to university I thought it was rude to say "black", for the same reason, and my idea of what anti racism meant was going to be tied up with that extremely unhelpful idea.
