And they have. Hundreds of House bills are now sitting being blocked by Senate Repubs. And that's just Congress. Many state legislatures have passed significant reforms after the 2018 elections. By contrast, cynicism, misanthropy, and blind anger never helped one single person.

We have a much better chance of passing meaningful reforms with Democrats in power than with Republicans. Not just in the criminal justice system but across the board: climate change, gun control, health care, minimum wage, etc. Some states (e.g., VA) have already proved this.
And btw, Pres. Obama's DOJ did a much better job responding to Ferguson than the current "administration." Their consent decrees with Ferguson's and other police departments were mostly successful - until Jeff Sessions made clear that he would not enforce them.
