Not to minimize the risk but the Oregon Guard are ~7 months into a 12 month deployment across the Middle East & Europe, there simply aren’t guardsmen available to be deployed.

Exactly, that’s the fear we need to center; the Governor already pulled 1 in 3 state troopers statewide to Portland bc she couldn’t call in the Guard; Trump will send more Feds or active duty military if he sees a opening to do so
