I went through this whole article and I think the “manipulate numbers to generate support for reopening take” is kind of a wild one here.

The claim is censorship, not falsification. Preliminary data was available, now it isn't. T my understanding, that's the kind of data we most need to understand the effects of reopening in real time, and it's a bad sign that Florida is no longer releasing those numbers

I’m not clear on why Florida is limiting access nor am I clear on typical accepted protocols for this. It’s fair to be concerned about it. But the original tweet says “manipulate numbers to generate support for reopening” and I do not see that supported in the article linked.
