Portland, I promised to keep you updated on all our efforts with slowing the spread of COVID-19. Yesterday, I told you we were considering an order directing people to stay at home. That kind of order has been referred to as "shelter in place" in other communities.

Understandably, that is both confusing and alarming to people. When people hear "shelter in place" they think of measures taken during an earthquake or a lockdown. I can assure you, that is NOT what I am considering.

What I am considering is an order to the community: if you don't need to be out, stay home. If you need to be out, do it safely. There would be many activities still allowed, and many small and large businesses will still be in operation.

This is similar to what many people are already doing, and similar to gathering guidelines already issued by the Governor. What is new is that it would be an order. My first priority is protecting the health of people in our community.

I have consulted closely with medical and public health professionals, and I am closely watching the experience of other communities, both in our country and around the world. A stay at home order will help minimize the threat and the damage of this virus locally.

Cities like Los Angeles and San Francisco have acted on similar orders. I remain hopeful my state and county partners will act. I'll share more when I can.

Either do it or don't, those are your two options There is no "we're thinking about it and honestly it's totally normal and no different from what we're doing now but we're not doing it yet because it's also too radical and other places are doing it but not us and
