Why shouldn't Congress have a say over where their constituents' $$ is being spent? Budget caps still apply.

It's not a matter of Article I powers. Constitutionally, the 10th amendment says states are responsible for this spending.

Also, pinning congressional inaction on a lack of earmarks is assigning causation where only correlation exists.
