It depends on the language–it’s still being finalized but it’s possible that creators in the EU may no longer be able to upload and creators outside the EU could lose EU viewership. This includes content that is already live. Learn more here:https://goo.gl/ewvv5s

They mean the language used in the construction of the law, not the language of a given nationality, etc. The specific terms of the law will define it's scope and effect, and depending how they define those terms will determine what steps YouTube has to take to protect itself.
