There are times when apps make sense (e.g. twitter), but I've heard people inside or outside gov think "app!" by default while responsive web fits better per user research. (if no need for accelerometer, camera, offline, etc etc) What else would you account for?

Entirely depends on the audience, their needs and their context(s) of use. How often do they "need" to do whatever it is they're trying to do? Where are they most likely to do it? Etc...If a mobile app allows them to do it better than a responsive site, then go native!
