Ducielle Cardema has just been called in the roll call of the House of Representatives when Comelec has yet to make public its decision regarding her proclamation. Has the Comelec en banc convened as the NBOC to proclaim her? Why everything has to be surreptitious?

It must be recalled that it was the NBOC that withheld the proclamation of DUTERTE Youth on the ground of Cardema's ineligibility. While composed of the same persons, the Comelec en banc and the NBOC are two distinct constitutional entities.

In other words, it is the NBOC that should have proclaimed DUTERTE Youth, not the Comelec en banc. Also, the NBOC rules has yet to amend its rules to allow online sessions. So paano na-proclaim virtually si Ducielle Cardema?
