I'm really enjoying the culture novels right now. Probably my new sci-fi favorite.

If it's any encouragement, I think the quality level holds the whole way.

I enjoyed the world building in Consider Phlebas but the overall progression of the story wasn't terribly exciting. It felt very linear, without much foreshadowing or significance. Does this change throughout the series?

Consider Phlebas barely feels like a culture novel. I'd say the other books follow this general pattern. The second book, player of games, is much better and more representative.
I'd encourage that to be where most start and Phlebas to be optional, frankly.
