Possible - but I would guess if civilisations other than ours haven’t already taken the stars it is because they all failed to solve their inter-tribal conflicts on their home planet rather than they all managed to resolve them and doing so constitutes a filter in every case

1. I agree with you actually - it may not eliminate all inter-tribal conflict, but I think by definition it eliminates all inter-tribal conflict that poses an xrisk itself
