Possible - but I would guess if civilisations other than ours haven’t already taken the stars it is because they all failed to solve their inter-tribal conflicts on their home planet rather than they all managed to resolve them and doing so constitutes a filter in every case

2. Allow me to suggest that a broader defined singleton is the best solution - solves coordination issues around external xrisks while eliminating any group dynamics that could give rise to xrisks. “Imperial state” is a bit of a rhetorical flourish covering for a singleton
