Norilsk, a closed city of ~170,000 in Siberia (you need special permission to visit, and it's rarely granted).
One of the coldest cities in the world. And very isolated, as you can't get there via land.
Also one of the most polluted - it's mostly devoted to mining / smelting

... Man, I can't stop looking at pictures of this city. Notice the very narrow gaps between buildings - that's to guard against extremely harsh winds
Oh, forgot to mention Norilsk was built by Gulag prisoners
