Australia has never had a "Startup culture" and never will.
It's not in the Aussie national DNA, and our location means that anyone thus inclined will move overseas by necessity

But in seriousness, why does location matter so much? Proximity to venture capital or existing networks?

* Proximity to markets
* Timezone issues
* Proximity to "networks" of people
* local incentives and support (Aussie govts are all talk and VERY risk averse)

* High cost / low quality local telcoms infrastructure
* High cost of things like data centre space
Just a whole heap of factors.

Hasn't been fixed in the last 200 years, and some of it CAN'T be fixed, it's just a function of where we are located in the world.
