Yes. That would be close to it. It's be helpful to get the ISP name and its abuse address. But having a bit more background information helps plotting issues a bit better like how https://ipinfo.io/ does it. The geolocation can be 200 kilometers off with compared with whois.

I have a database ( with API ) than holds abuse addresses in combo with ASn’s .. and owner details ... but ASn’s doesn’t mean IP resource owner ...

For RIPE resources and ARIN we also have IP resource owners ... but differt data set ( no API ) .. it depends a bit on what you are looking for ... most of that data is public resource info ... and then you have your local dataset ...

Should me rather trivial to make a whois parser in any language that'll use the abuse whois data to get in touch with the owner / organization. That would basically do this job...right? Or just "whois $ipaddress" and manually ;)
