It does, of course, provide some form of horizontal direct effect but it's not full HDE. It's still a wider effect than Van Gend though.

Fixing my Von Colson article for Suite101. For some reason I suggested it grants horizontal direct effect to EU law when it does not.

@ All I can suggest is either using hatpins to pin a small top hat further back on your head, or building ears into the hat.

@ I think the issue you're going to have to battle with is the fact that your ears are going to be where the rim of the hat is.
