@ The HDD needs 12+5V, whereas the TC itself needs 5V. It's a design/component flaw - Apple should be offering replacements.

There are two "bulging capacitors" on the TC PSU board. Hopefully they are the only problem.

The TC PSU is outputting 5V to the main board, but can't make the 1TB HDD spin up. Looks like it's time for some fixin'.
