  16. @d_sa I think the Constitution is for noncitizens, too. The concept of illegal combatant is dubious according to SCOTUS, ICC, and me.

  18. @d_sa I don't know. In my opinion, that is a mistake without Congressional authorization, which I do not believe exists in the current law.
