  18. @dtatusko This concept is an integral part of climate legislation and treaties. The rich countries must help poor ones adapt.
  19. @dtatusko Simply capping emissions is not enough. The industrialized countries owe a debt to developing ones.
  20. @dtatusko Yes, but if the world were to stop emitting carbon today our climate would continue to change and people would starve as a result.
